IPL's entry into international liquids pipelining is instructive. D.M. Wishart, Pipeline Gas Ind., June 1995, 78(6), 48--52.

Five factors in the successful development of IPL international operations are reviewed. Particular reference is made to $2 million pipeline system in Columbia. It is a 500-mile line with a capacity of 500 000 brl/day. Financial aspects of the operation are reviewed and typical risk mitigation alternatives are shown for currency devaluation, restriction of currency repatriation, assets expropriated, excessive inflation, taxation changes, and payment risks. Business plans, project selection, management of business risks and operating costs, and the management of human resources are all reviewed.
