Consideration is given to slowing down the spiralling costs of new prescriptive pipeline regulations by the development of an effective risk-management programme. Two pipeline incidents are outlined briefly, current safety regulations, prescriptive regulation, and the US approach are discussed. Performance measurement, accident prevention and the role of GRI are also examined. 6 refs.
