Offshore Major Accident Regulator (OMAR)

April 2021 - hanged name from 'Offshore Safety Directive Regulator (OSDR)' to 'Offshore Major Accident Safety Directive Regulator (OMAR)' - there was no change in their legal obligations and regulatory arrangements - the name needed to be changed as the directive was no longer required to be followed.

The Offshore Safety Directive Regulator is the Competent Authority responsible for overseeing industry compliance with the EU Directive on the safety of offshore oil and gas operations. The Directive was published following the Deepwater Horizon accident in the Gulf of Mexico.


OSDR is a partnership between HSE’s Energy Division and DECC’s Offshore Oil and Gas Environment and Decommissioning Team. OSDR is responsible for the regulation of major safety and environmental accident hazards, and their consequences, in the offshore oil and gas sector.
