analysed. WLC is one of the most important enterprises of the Turkish National Coal Board (TNCB) which produces lignite coal from both its underground and surface mines. In productivity analysis, the values of production factors from both underground and surface mines between 1991 and 2002 were used and the productivities for total factor, partial factor (material and energy cost, investment cost, labour), value added and profit were determined. The relationship between production function and productivity was also investigated. Moreover, linear regression-correlation analysis between production factor values and productivity index values was performed to determine the most effective parameters on the productivity indexes. After the analysis, it was found that expected steady increases in productivity were not obtained in the given time period. The costs were mainly increased by inadequate or late technological investment and by a decrease in labour qualifications which negatively affected the productivity at WLC.of the new fuel.
