It's going to take a combination of local, small-scale renewable and CHP energy generation, the intervention by energy services companies and new 'private wire' energy networks to make a real difference to UK carbon dioxide emissions, says NaREC's Keith Melton. And local authorities are in a uniquely strong position to influence these developments- as the activities of Woking Borough Council illustrate so well.
