The Government will announce the level of carbon dioxide emissions industry is to be permitted to pump into the atmosphere later after a row with the EC. Britain submitted a revised NAP - to determine the level of CO2 emissions - to the commission in October. But the commission's response to its proposal to raise the ceiling on the level from 736m tons to 756m tons forced a delay. Under the ETS energy-intensive businesses have been monitoring their emissions and will be granted emissions allowances to limit the amount they produce. Businesses that exceed their allowances must buy extra allowances - or credits - in the market or face fines. Environmentally efficient businesses can sell unused allocations.
