When Hugo Cahvez was inaugurated President of Venezuela in February 1999 it was clear from his statements that his government would shift policy from the outgoing administrations oil industry opening and maintenance of good relations with the US, to one of subordinating the oil industry to domestic and foreign policy ambitions.
