The risk-based approach is applicable to the classification of an upstream or downstream petroleum sector facility. Its objective being to develop a means of establishing the outer boundaries of Zone 2 hazardous areas taking account of risks associated with contributory factors. Risk criteria, risk calculation methodology, continuous, primary and secondary releases --- zones 0, 1, and 2 respectively are given detailed consideration.
