Guidelines are given to assist engineering/construction companies in obtaining government clearances when building hydrocarbon processing plants in India. Lack of understanding of government requirements frequently causes construction work to fall behind schedule and increases project costs. Advice is given on obtaining approvals and clearances from central government and from the tariff advisory committee. Steam-generating equipment must be approved by the Indian boiler regulations, and hydrocarbon projects require a license from the Department of Explosives and from an electrical inspector. Site availability, civil work factors, consulting company practices, and vendor practices in India are discussed. Compliance with transportation and fabrication/erection requirements is also reviewed. 3 refs.
