Objectives of the Office of Pipeline Safety (OPS) are reviewed. An innovative collaborative effort by government and industry is required to implement a comprehensive pipeline safety programme which will protect people and the environment. Concerns about pipeline safety are discussed in relation to past experiences. Future OPS plans are discussed and a risk management approach in partnership with national legislative authorities is proposed. Future regulatory efforts are designed to achieve consensus on risk-based approaches with a balance between costs and benefits.
