A model for analysing the equilibrium condition for an efficient gas market is proposed, which integrates both the summer and winter spot markets. It shows that the two markets can be linked by storage series, although high interest rates will discourage procurement and investment in storage infrastructure. Consideration also being given to the implications of pipeline rate design of FERC 636 for gas dispatch decisions, which will encourage investment in storage service. 8 refs.
