Four major cost factors to consider when purchasing valves are described as initial purchase price, monitoring costs, repair/rebuild costs, and replacement costs. Each of these factors is reviewed and poor performance in any area can escalate overall costs and lead to fugitive emissions which will infringe conditions of the Clean Air Act. Operating plants must use valves that remain leak-free for the duration of their service life. A sleeved-plug valve, a secondary seal for a valve top seal, and an extended-packing valve with a shrink-seal lip are described and illustrated. The latter is recommended for fugitive emission control.
