Australia unveils plans for a fixed carbon price

The Australian government is planning to set a fixed carbon price from July 2012 before moving to a market-based system within five years. Australia is one of the highest per-capita carbon emitters in the developed world because of a reliance on coal for 80% of electricity generation.
