'Green deal' for energy-efficient homes begins parliamentary journey

The government's 'Green Deal' bill to help the public make their homes more energy-efficient will be introduced to parliament today. The bill places an obligation on power companies to allow householders to borrow up-front capital to fund energy efficiency measures such as insulation in their homes. Householders will then pay back the loans over several years through their energy bills, with the bills tied to the house rather than the original borrowers.
