District cooling in the Middle East - is it living up to the full potential of the technology?

Cooling requirements for buildings in the Middle East are very substantial indeed. While district cooling is common and has certain advantages over stand-alone air conditioning units, water use is an issue and much could be done to improve the use of the technology, as Alan Millin writes from Dubai.
