Consideration is given to the policy of the construction of so many new rigs, and the economics used to justify same. Attention is drawn to the day rate rule, the current rule and investment payout, and a diagram is used to illustrate the contractors view of the cost and payout life of a #300 million drilling vessel. Competition, speculation, and oil prices are also discussed together with future outlook.
