An RCRA-permitted thermal desorption plant is described which is treating wastes to universal treatment standards and recycling the recovered hydrocarbons. DuraTherm chose a central-facility approach, as the per-unit cost of on site disposal in the petroleum industry has increased as a result of waste minimization efforts. The San Leon recycling plant meets Resource Conservation & Recovery Act (RCRA) Part B, requirements. The process and testing are outlined, a schematic illustration being included of the thermal desorption process as well as a computer model of a thermal desorber.
