Checklists and guidelines are recommended to project managers to ensure safety during engineering and construction operations. A fault tree diagram is described and illustrated. Key areas for safety are process design, metallurgy, plant layout, safety relief and blowdown systems, piping and instrumentation diagrams, structure requirements, fire protection, civil and structural design, equipment, electrical, and instrumentation. Each of these design areas is discussed. A construction safety checklist is tabulated. Safety in procurement, construction, and commissioning startup and operation is reviewed and preparation for emergencies is described.
