The implementation of a verification system in a new development project is described which began under the old prescriptive legislative phase and matured in the new goal-setting arena. Consideration is given to how the philosophy of PFEER was applied at the Armada field, and how the legislative response to it and DCR were formulated. Also the way in which the most safety critical things of all---people---were involved in bringing the Armada field into line with legislation in conjunction with the Verification body.
