The Design and Construction Regulations (SI 1996 No. 913) contains a new requirement for the Operator/Duty Holder---to prepare and implement a scheme for the verification of safety critical elements. Suppliers of equipment, materials and services must interface with this scheme, during the life cycle of an offshore installation. Subject to audital competence and independence, any system may be used to achieve the regulatory intent. This allows organizational, management and contracting arrangements not previously permissible. The potential benefits (and pitfalls) of these alternative strategies for verification are reviewed from the viewpoint of the Operator/Duty Holder or Managing Contractor. 14 refs.
