The wind of change will give Tories something to cheer

As part of the Energy Bill, ministers will announce a reduction of up to a quarter in the value of Renewable Obligation Certificates (ROCs.) Rocs are the means by which wind farms are subsidised meaning onshore wind farms will be killed unless if the promoters are prepared to invest without a guaranteed income far higher than the market price of the electricity they produce.
