Germany has proposed a draft national law promoting carbon capture and storage (CCS) technology, which would see liability for carbon dioxide leaks transferred to the German government after a facility had been in place for 80 years. The law includes detailed standards on operating CCS systems and should complement European Union legislation on this issue, writes Keith Nuthall.
