RUSSIA: Moscow approves oil pipeline to the Baltic
The Russian government approved a plan to construct a Baltic Pipeline System (BPS) on Thursday to carry 12m tonnes of oil a year from western Siberia, the Urals and Kazakhstan to Baltic Sea ports. The project, championed by Vladimir Putin, Russia's acting president, is designed to increase Russia's oil export capacity while lowering transport costs.
