Leaked Brussels report questions viability of France–Spain pipeline

A report prepared for the European Commission is claimed to have questioned whether a planned €3bn pipeline across the Pyrenees linking France and Spain would be commercially viable, unless Algeria reduced exports of gas to Europe, writes Keith Nuthall. Brussels asked consultancy Poyry to assess the Midi-Catalonia (Midcat) pipeline, which it has supported as a way of easing European reliance on Russian gas through boosting access to Spain’s LNG terminals.

It is claimed that the report warns that ‘financial viability’ would only be secured by a ‘tight LNG market’, perhaps as a result of a reduction of Algerian gas supplies. French pipeline operator Terega and Spain’s Enagas want to build the pipeline, but the report notes that existing trans-Pyrenees gas links are already underutilised.
