OGA formalises relationship with operators on supply chain matters

The UK Oil and Gas Authority (OGA) published guidance on the development of supply chain action plans (SCAPs) in respect of all new projects valued at over £25mn, including decommissioning, at the end of 2017 and opened its doors to submissions in January 2018. The SCAPs are anticipated to be included in all field development plans (FDPs) and decommissioning programmes (DPs) from 1 April 2018. The new measures aim to ensure operators work appropriately with the supply chain and derive maximum value from project activity.


The SCAPs have been structured for the offshore environment and the process has been piloted by Chevron, Repsol and Premier Oil, based on real projects. OGA reports the pilots highlighted that early collaboration with the supply chain can significantly reduce costs through process efficiencies, reduced administration and by utilising alternative methods.


The SCAPs are part of the Wood Review implementation work, and one of the last projects to be completed to fulfil the report’s recommendations on maximising economic recovery from the UK Continental Shelf (UKCS) and unlocking the full potential of the basin.
