Ofgem seeks to clarify the role of DNOs in relation to electricity storage and small-scale generation

Ofgem published its consultation paper on potential changes to the UK’s electricity distribution licence in late September. The main change proposed by the consultation is that distribution network operators (DNOs) will be prohibited from operating storage facilities or small-scale generation, regardless of their size, reports law firm CMS. However, exceptions to this prohibition are proposed for islanded network generation; existing storage facilities established under the Low Carbon Network Fund; the sake of network safety; and a general exemption which DNOs may apply to Ofgem for (which has a very high threshold for acceptance). The consultation closes on 27 November 2017.
